How should I go about this? I know to be friends first, but can my caregiver also be my friend at the same time and then develop into a relationship?

Yes but make sure there are rule for safety. Make sure that you both know that you are starting out as friends. If they want to step into the role and help you when in little space and you feel safe that is great but make sure to take things slow. This is not a race to get into a relationship. It is to find your forever.
